Results-based Contracts for Rural Water Services: Delivering Reliability for 100 Million People by 2030

Summary
This session explores how concessionary funding through results-based contracts for waterpoint reliability, volumetric use, and local revenue generation could enable sustainable rural water services for 100 million people by 2030.
Description
Drawing on a recent working paper by the Uptime consortium, this session assesses the feasibility of a results-based contract design for rural water maintenance services at scale. Applied to 2019 performance of five service providers in four African countries, the proposed results-based contracts would have funded services for about 1.2 million people with an external subsidy of USD 876,000 or approximately USD 0.69 per person. The session explores how verifiable results can be linked to a uniform multi-country funding approach, which could address information asymmetries and unlock new resources for SDG outcomes at scale. Discussion will focus on practical implications of launching a pilot of results-based contracts later this year.
Objectives and outcomes
The objective is to explore the feasibility of a results-based contract structure for rural water services. The session will gather recommendations for improving contract design and identify implications for piloting results-based funding.
