This manual is intended to de-mystify the issues of financial management which have frequently hindered extension staff in delivering effective training for management of community systems. The manual specifically addresses financial management issues of rural water projects, upon which much of the experience presented here is based. The concepts and staff training approach may, nonetheless, also be relevant to pen-urban contexts, i.e., poor, marginal neighborhoods on the periphery of large cities.
