Whave Solutions is a Ugandan-registered non-profit company established in 2011. Our primary goal is to eradicate water-related disease and alleviate poverty by establishing self-financing Public-Private Partnerships (PPPs) and securing sustainable and equitable access to safe water for rural communities.
Our staff comprises experienced national and international development professionals, with expertise in rural development. This includes: the development of PPPs and regulatory structures for WASH and for off-grid electrification in Asia and Africa; the use of results-based finance for energy efficiency and renewable energy, and community organisation.

Whave works on a range of rural development issues including WASH, environment conservation, energy efficiency and livelihood improvement. It promotes practical demonstrations of results-based finance as an approach to solving such development issues, both at local and international levels.

Whave provides water, sanitation and hygiene (WASH) services in rural areas. Our goal is to eradicate water-related disease and alleviate rural poverty by securing sustainable and equitable access to safe water for rural communities. We work in partnership with government and civil society and build Public-Private Partnerships (PPPs).

We piloted our approach to sustainable WASH in eastern Uganda from 2012-4 and in 2015 are scaling up to include northern Uganda and other eastern regions. We are also assisting WASH initiatives internationally and providing international consultancy.

We have identified a number of barriers to sustainable safe water, including intermittent functionality of water sources, inadequate hygiene and lack of affordable and reliable banking facilities in rural areas.
In response to these challenges, Whave’s work includes:

- A local payment-by-results approach to incentivise local WASH Service Providers (WSPs) to carry out preventive maintenance on water sources and reduce ‘downtime’ days.
- Hygiene transformation through grading of community hygiene levels.
- Building Public-Private Partnerships (PPPs) in WASH, district by district, and introducing quality services to communities in order to stimulate willingness to pay tariffs. After a period, these tariffs will cover the full costs for the equitable distribution of reliable clean water in rural communities.
